Android 9 Pie for Oneplus 3/3T is available now, Thanks to the XDA member JagravNaik who Ported Pixel Experience to Oneplus 3T.
Android 9 Pie was launched on August to all Pixel Devices and Essential Devices. The AOSP 9.0 Source code is also out and Developers at XDA already Ported AOSP 9.0 to some Redmi Phones.
Android 9 Pie use Machine learning to adapt itself to the User usage needs. There are the lot of new and cool features like Adaptive Battery, which pushes back the app which you dont use often, Adaptive Brightness, App actions, New navigation style, Rotate Screen Quickly and other features which tune up the phone according to your use.
Pixel Experience Android 9 Pie for Oneplus 3/3T
Pixel Experience is a Custom ROM based on AOSP but it comes with some features from Pixel Devices like Wallpapers, Icons, Boot animation, Fonts etc.
The ROM is still in Beta state which means there will be some bugs, But users who have installed it told that the ROM is usable and most of the Features are working.

Prerequisite
Oneplus 3/3T with TWRP (How to Flash)
Take a Full backup before flashing the ROM
Decrypted device (Check this to Decrypt Oneplus 3/3T)
How to flash Android 9 Pie on Oneplus 3/3T
Step 1: Unlock the Bootloader and Flash Latest TWRP
If your Device Bootloader is still locked, then Follow this Guide to Unlock Bootloader
If you Device is Unlocked then Download the Recovery and Rename it to recovery.img then place it in C:\adb folder
Connect the Device to PC via USB Cable, Boot the Device into Fastboot mode by Powering it off and Pressing Volume up and Power Button simultaneously
Open Command window or Powershell Window by Shift + Right Click and Click on “Open Command Window”
Type this into Command Window and recovery will be flashed
fastboot flash recovery recovery.img
Unplug the Phone and Press Volume Down + Power Button.
Step 2: Flash the ROM and GApps
Boot into recovery
Goto Wipe -> Advanced Wipe -> Select CACHE, DALVIK CACHE, SYSTEM, DATA
Goto Install Section and Choose the ROM zip file
After Flashing ROM, Flash GApps
Reboot
After this, the ROM is flashed on Oneplus 3T. Complete the Setup Wizard to enjoy Android 9 Pie for Oneplus 3/3T.

Q. VoLTE is not Working, How to fix it?
This ROM supports VoLTE, Just Flash the ROM from Latest OOS 5.0.4 and Decrypt the Device before Flashing.
Q. Can I use Subtratum on Android 9 Pie?
Yes, You can
Download latest beta from PlayStore
Open Substratum and Apply any Theme or Build and Install any theme
Reboot Device and Open Substratum -> Manager -> Enable Overlay
If no overlay comes in Overlay manager, Do this:
Copy overlays from “Internal/.substratum” & paste in “root/system/apps”
Reboot Device and Enable Overlay again in Manager Section.
Q. Can I use Digital WellBeing Feature?
Yes, You can. To get this feature do this:
Root your Device by Flashing Magisk Beta
Install Magisk Manager and Install this Magisk Module
Goto Setting and Digital WellBeing to use the feature.
